（本报讯）新州副州长及贸易与投资厅长史东拿（Andrew Stoner）于8月26日表示，为了吸引亚洲等地区的高端商人及企业家，新州政府将修改投资移民条款。

　　副州长史东拿表示，在对新州的投资移民法则进行战略性复审后，州府已经在践行几项提议。“对投资移民项目的改革反映了新州政府希望为那些打算落脚的投资移民提供更多帮助的议员。在前工党政府的管理下，新州一直无法通过投资移民争取到公平份额的就业和投资比例。而我们联盟党政府希望全球最优秀的企业家来到新州经营商业，为新州人创造就业。这些改革将减少繁重的官文要求，更注重于经济发展结果。”

　　史东拿指出，过分复杂及官僚的程序令想申请到新州的投资移民申请人却步。维州吸引了将近50%的担保投资移民签证，而新州只有14%。

　　新州政府于本月26日公布的改革措施包括：

　　*废除要求申请者須持456签证提前申请来澳洲考察的规定。任何潜在投资移民可通过任何签证来到澳洲进行商务调查，以确保不同国籍的商人受到公平对待。一般来说，中国人很难拿到三个月的456签证或短期商业签证，因为申请人必须持有澳洲公司的邀请函并向澳洲大使馆提出申请。

　　*规定改革后，申请人不再需要提交复杂及冗长的商业计划书，只需填写一份不长于五页的商业承诺（Business Commitment）样板书。

　　*除此之外，申请者还必须参加一个面试，向面试官陳述自己今后在新州的商业发展计划。史东拿说：“我们将会与申请人进行面试，评审他们的数据是否真实及他们的商业计划，并为他们提供咨询的机会，亦会看看他们是否需要协助。”

　　史东拿称，针对未来两个月内收到的投资移民申请，政府亦有过渡性的安排以保证当前已提交申请资料的申请者不受影响。 “此外州府还在对投资移民项目进行进一步复审，未来将宣布更多的改革措施。”

Changes to NSW Business Migration Program

A number of reforms to the NSW business migration program will take effect from 1 September

2011:

· prospective business migrants no longer need to conduct their business research visit on a

Business (Short Stay) 456 visa

· the introduction of new Business Commitment and Investment Commitment templates to be used in all applications. These templates replace the use of business and investment plans in

applications.

· all applicants for NSW sponsorship for provisional visas including the Investor 165 and Business Talent 132 visa  must attend an interview with NSW

· requests for interviews should be made in writing to a new email address available from

the NSW migration web site interviews_bizmigration@business.nsw.gov.au

From 1 September 2011 meetings with prospective business migrants will take the form of an interview with set /questions. Prospective business migrants can undertake their business research visit to NSW on any /visa.

The completed Business Commitment template must be no more than five pages long and

must be included in all applications. The completed Investment Commitment template

must be no more than two pages long.

Transitional arrangements will apply to applications received over the next two /months. NSW

will accept applications from applicants who have already conducted their business research

visit but who chose not to meet with /NSW. NSW will accept business or investment plans that

do not comply with the Business or Investment Commitment templates for two /months.
