移民局日前宣布，从今年7月1日起，澳洲多项移民政策将发生变化，除了会采用最新的SOL职业技术列表以外，还有电子签证接口变化，签证费用上涨，外币修正案，医疗类签证改革，提供生物特征身份识别数据，ANZSCO将代替ASCO等改革。澳洲新快网特此为广大读者分析和综述本次的新政。

移民局eVisa最新调整

移民局承诺要改善在线服务的效率，目前已提高并加强了电子申请(电子签证和电子入籍申请)的系统。

申请人，担保人和中介机构可随时随地上网使用电子签证和入籍申请。

从2010年7月1日起，eVisa系统将包括

* 一个更新过的页面用于网上签证和入籍申请

* 在每页页面确认后，会弹出有错误信息的提示

* 错误信息的提示将会在对应一览的上方显示，红色边框会提醒用户该栏数据填写出错，格式有误，内容未填等。

* 附加页面显示eBusiness已经完成电子签证申请或电子入籍申请的信用卡支付，这将减少非预期性多次付费的可能性。

* 允许457签证和技术移民电子申请的附加档案数量由20加至60。

* 其它类型的电子签证附加档案数量加至30。

* 所有类型的电子签证申请的档案大小由3mb增至5mb。

* 签证申请的所有附加文件都将与电子申请一起寄往移民局，无需另外的电子邮件通知。

年度签证费用调整

从2010年7月1日起，移民部就《1994年移民法规》对签证费用进行修改，根据澳洲统计局的消费者价格指数(CPI)，将部分签证费用提高1.8%。有贡献父母签证(Contributory Parent Visa)和有贡献年迈父母签证(Contributory Aged Parent Visa),第二次付款额将按照澳洲精算部门的计算，提高10.6%。

所有增长的数字将按照5元的倍数浮动：

* 如果在此公式下计算出来的费用涨幅不是5元的倍数，和如果总额超过最接近的5元倍数$2.5或更多，则取与其最近的5元的倍数

* 在其它情况下，如果计算出来的费用涨幅不是5元的倍数，则取与其最近的5元的倍数    

此外从2010年7月1日起，《移民教育法法规1992》也有所变化，届时英语课程的费用将从平均$400增加至$410元。

《澳洲公民规章2007》关于外币的修正案

从2010年7月1日起，修正案指出了海外国家或地区支付签证申请的外币和与澳元对应的费用总额。

医疗类签证首度改革

请注意，从2010年7月1日起，移民局将取消422签证(执业医生临时签证),之后将不再颁发该类签证，原本属于457类签证系列的422签证将被重新调整，采取更为灵活的临时工作签证系统。所有准备申请422签证的申请者将在7月1日前递交申请。

在这之后的申请者将改为申请457商业长住的签证。目前持有422签证的人士，签证不会在7月1日后作废无效，仍然可享受422类签证的各项权利和受限于422类签证的规定条目。

海外申请澳洲签证的人士需采集生物特征身份识别(Biometric Personal Identifiers)

从2010年7月1日起，移民部就《1994年移民法规》对在海外的澳洲签证申请做出修改，除特殊要求外，所有的申请者必须提供个人指模(包括用纸，墨水或扫描装置采集的指模)，一张个人照片(需露出脸部和肩部)，申请者签名等。移民部将指派专门的服务代理公司收集这些个人资料。签证申请表格将有可能变更。

已在7月1日之前递交澳洲签证，但未获批的申请者也将补交上述生物特征身份识别数据。

澳洲和新西兰职业标准分类(ANZSCO)将取代澳洲职业标准分类(ASCO)

从2010年7月1日起，移民部就《1994年移民法规》作出部分修改

* 442签证(职业培训)和457签证(临时工作长期居留签证)提名标准修正

* 7月1日以后，457签证的提名标准将以ANZSCO为准。以ASCO为准的申请者和在获得批准前即撤销申请的人士，移民局可退还申请费用。

表格47ES,47SK，785，1054.1100.1121i,1192，1196(网上),1196N，1276，1378和小册子5将随之变更。

2010年5月8日至6月30日期间暂停三个签证类别的申请

此外，移民局已在6月17日公布了技术移民职业列表档，其中包含四份Schedule列表。

- Schedule1适用于在今年7月1日之前递交的所有技术移民签证申请，包括临时签证(TR)和永居签证(PR)。

- Schedule2适用于 今年2月8日前递交TR(485签证),在2013年前递交885签证，886签证和487签证的申请；以及在2010年2月8日前持有572签证，573签证和574签证，在2013年1月1日前递交TR的申请者。

- Schedule3适用于不隶属Schedule2的人士，在2010年7月1日后递交176签证，475签证，487签证，886签证的申请者。

- Schedule4适用于不隶属Schedule2的人士，在2010年7月1日后递交所有州政府担保的申请者。

对于还在念书的大部分留学生来说，都可能将是Schedule3的申请者。毫无悬念的是，这份Schedule3与5月17日公布的SOL列表基本一致。Tafe类的热门专业美发，西厨，排版印刷，社区福利和大学的翻译皆全军覆没，会计依然上榜。

编者语  此次新政与大多数留学生都没有太大的关系，没有产生对技术移民影响的变化，只不过是对若干签证的微调。不过从长远来看，政策改革将有可能成为家常便饭。医疗类签证首度变动便是一个最好的例子，恐怕未来技术移民的各类签证将面临更为艰难的道路。而最新评分系统的公布是对5.17SOL草案的最后印证，留学生在专业选择上面临着很大的调整。一系列的改革传递着一个声音——澳洲将接纳更多需要导向型的技术移民。
